When the Villager driving the cart said it's street legal "because it has license plates", that's a poor, poor explanation. There are thousands of "license plates" on golf carts that are purely ornamental, from our previous residences/states.
There is much, much more to the story on what is a street legal cart and what is a regular golf cart that is allowed on most Villages streets except the 35mph boulevards and roundabouts.
I think the clip was useless except to say that this is what "old people" do and that 16 people got killed on them. I wish the News networks would stick with "news" instead of fluff like this.

According to the text, he said that it's "legal" because it has license. That would imply that carts without plate are not legal. If you ask me, there's more risk of injury or death driving a street legal cart on roads where the speed limit is 35 and 40 mph is commonplace.
