To me the answer (policy) is owned by the event organizer.
When I
came of age and was given the privilege of joining my Dad's weekend get away group they were playing at Cranberry Valley in MA. You had to get a time the day of play...
and you could not call in.
There were three foursomes. Two guys would get to Cranberry at some 'indecent' hour and get three tee times. Other would make breakfast, I would stay at my girlfriends home in Centerville until they told me what time to arrive

PS. Same girl still puts up with me ducking out for golf today!
