If an individual wants to look foolish(IMO)then I'm okay with that as I can avert my gaze or shut my eyes.

To the unwanted music you either ignore(I would if it only happened once or twice)...confront the person(you'll likely get a manly "mind your own business")...or call the non-emergency police number and file a disturbing the peace complaint. I opt for the last choice and I do so because: a)you can't shut your ears b)the person clearly does not care what they do c)they could have easily avoided the issue with headphones, earbuds and did not.

To those who think it's his right....what about everyone else? Do they have any rights or is it only those who do things that disturb others? No one should have to put up with noisy neighbors. That is why there are noise and disturbing the peace laws. You don't like those laws then get up a petition to repeal them, but just remember when you have an emergency the the cop who responds hasn't had much sleep due to noisy neighbors...or your doctor, nurse, 1st responder....
