Management of a large hospital is extremely challenging, at best. Operations at 7/24/365/366 with critically ill as well as slackers arriving at every hour of the day and night. Add the complication of the swelling and contraction of catchment area population . Now heavily regulate that organization and require that the operation be financially solvent at all times with sufficient cash reserves to assure continuity. All of this knowing that outcomes will be less than satisfactory for many customers(non curable and terminal issues).
In my opinion no organization can operate efficiently under such circumstances without an enormous subsidy to provide for increased staffing and capital expenditures. Are we willing to pay for capacity laying idle for much of the year?
