I agree with you statement , but you should get your facts correct or expect to be questioned. The article in the POA Bulliten only compared amenities north of 466. You are making an assumption that the amenities ratios are applicable for the southern areas. As far as we know the southern areas may be lacking in the amenities stated in the article.
