I had already thrown and reset the circuit breakers this morning when I was troubleshooting, but I took your advice and tried them again. It turns out that there is an "On" position, and an "Off" position, but if you try harder you find that there is a further position that you can reach with a little effort because you need to overpower a spring to get to it. It's easy and obvious once you do it and it reset the power to the room.
The circuit breaker panel was clearly marked, I just didn't try hard enough. It also shows that there was only one GFCI ever installed in the garage.
