The law actually reads that 80% of the HOMES must be occupied by AT LEAST ONE PERSON over the age of 55. It's mathematically possible, although very unlikely, that over 80% of the residents could be under 55.
As far as my understanding goes, no one under the age of 19 can live here permanently. People under the age of 19 may visit up to 30 days per year. If they go by calendar years, it would be possible for a person under 19 to stay for 60 days if they came in December and left in January. I don't know if that's the case and I admit that I haven't read the C&Rs.
