They settled by paying restitution, but that is an admission of guilt. She is guilty, therefore even by your definition, she is a felon.

I'll bet you a dollar to a donut that she gets off of this and gets elected. I will also bet you that the first outfit she wears in the White House will be orange, like in prison jumpsuit orange, just to be nasty and rub it in that she escaped prosecution.
What you're doing is calling a dog neutered BEFORE they cut off his balls. She may have done it, but UNTIL she's convicted by a judge, she's NOT a felon. She's "allegedly" committed felonies, but until a judge says...GUILTY...she's an "accused felon".
