While I believe the money was in fact part of the payment for the nuclear deal reached (with more to come) than paying $100M for each of four hostages, I also think the timing of making the first payment was really dumb on the Administration's part.
Although I think they should have made it further apart from the hostage release date, to some of the right-wingnuts even a month difference would have still initiated the conspiracy theory of ransom for the hostages...so it wouldn't have really mattered anyway.

Actually, regardless of why they gave them that money, they should not have agreed to give them the money at all. Even if it was money via their nuclear arms agreement, they should not have given that money back. Who cares what they think? They are radicals and will do as they choose anyway. To believe you can trust that agreement is to prove to them that America is weak.
Apparently, some folks do not remember the embassy hostage situation that was an embarrassment to Carter.
