While you make a good point that people should slow down, putting up stop signs in the correct locations wouldn't be very practical.
Unless they were screwed to a convenient and perfectly located wall/fence/etc., they would need some type of base...which would be a real pain.
Not to mention, unless the base was very heavy (exponentially increasing the
'PITA factor')...they would just blow over too.
