I found the same
very misleading information about permits. I had 3 contractors out for quotes, and got different answers from all 3 regarding a permit for the driveway. I also got the wrong information from the Building permit department at Pinellas Plaza, as this is NOT a building permit. I was finally directed to the Public Works department (Bushnell), and was told I needed a permit because my expansion went all the way to the street. Now this maybe the cause for the differences in the replies, my neighbor did NOT need a permit because their expansion stopped several feet back from the street.
Since I have no idea of the type expansion you are doing, IMHO, I would make a call, there is NO cost, and all that happens is there is an inspection that is required BEFORE the concrete is poured.
