That's probably because they only have a beer and wine license. If you sell more than 51% in food sales, a restaurant can get a liquor/beer & wine license for consumption on premises pretty easily unless the county already has too many. For a restaurant I can't see not getting the whole license, I think beer & wine is about $300 and with liquor it's about $2,000. Maybe they didn't spring for the liquor portion.

As far as package stores in Florida, that's whole different story. Florida quit issuing package liquor licenses sometime around 1939, so when you see a package store open, chances are somewhere else one closed. Now since Florida is always growing, everytime we add 7,500 new residents they will add one new liquor license. For a fee you can be in the lottery to maybe win that license. They are valuable. They are property just like a home or car and can be inheritable. They normally resell for between $50,000 to $750,000 depending on the demand. That's one reason if you ever looked for a liquor store for sale, you'll wonder why that little shop costs $500,000 and they don't even own the building, that's why.
