Steve, I have been doing handyman work inFla for 15 years. I have not found any 2x4 studs in any relatively new buildings, that are cement. Use a small ice pick and go through the drywall to see how much space is between the drywall and the concrete. Get tapcons from Home depot/ Lowes. The come in 1/4 and 3/16 in various lengths. You will need a specific size masonry drill for the tapcons. They are the best thing I have found to mount on cement. I have about 10 different sizes in my truck at all times. Good luck.
