It's NOT overly complicated...they MAKE it complicated.
Healthcare costs too much to pay for everyone. The ones who do pay, can't afford to carry those who don't or are subsidized.
The solution?
Every man for themselves, either regular insurance or self insure.
Or...the government takes over and we get "panels" or "formulas" that determine what and how much will be spent on each individual.
Can't have both...can't cover everyone AND give them no cap coverage.
