Complain to the Recreation Department. Posting it on TOTV doesn't get the job done.
With regard to manaboutown's suggestion, I consider "TV's no photo policy" to be an urban myth until they start posting warning signs at every TV owned property saying that photos are prohibited.
Contrary to his suggestion that you check it out first....... I wouldn't. You can't be faulted for an alleged policy that they can't show that you knew.
