Abot 11-12 years ago , a female doctor in Minneapolis noticed her copy of a medical journal was not being delivered. she called and discovered that people essentially located in Algeria were able to do a change of address, at the local post office, on her only and not her husband and kids.
they were moments away from getting into all of her savings, accounts, etc including a college fund she set up for her kids.
