Same reason he tries to brag about the size of his inauguration crowd (which was smaller than Obama's), and his pen-is size during the debates. I think it is worth noting, that he was not speaking to flood victims, he was speaking to a small group of supporters that had somehow snuck under the ropes and got near him. That probably explains the I love you remark.
