The reason for a poor quality video is very obvious and really needs no response, however Carl gave a good explanation. You get what you pay for and cheap in most cases gives you the same results.
Perhaps the difference is the difference between a single incident, no matter how horrid, and a series of murders by an unidentified predator who walks among us, and concentrates his crimes in a small area, effectively terrorizing the people of that community.

The concern is heightened when all of the murders are committed on the public streets within a very few blocks of each other. Be honest. If you lived around there would you avoid going out on the street late at night?

Serial murders tend to attract the attention of the public. It is even more frightening when the victims are apparently chosen at random, so you might be next. That is the difference.
