Although I might dispute your estimate of the
size of Chicago rats, I would certainly agree that Chicago has an incredible
number of rats.
As part of my assignment to security for the Democratic National Convention of 1968, I surveyed underground tunnels, passages, and electrical conduits beneath the City of Chicago. Generally, the best access was through subterranean passages in the basements and sub-basements of downtown restaurants.
The rats were plentiful and not particularly shy. They were also quite large. Extermination efforts were ineffective back then, and apparently that has not changed. A browser search about Chicago rats indicates an epidemic of rats persists.
