It'snot that you have to drive it under 20mph, the law states that to be considered a LSV, it can't be capable of going over 20mph.
In order to drive it on the streets, you would have to have it registered in which case it would have to have all of the safety equipment required on other vehicles. I don't know if it would be considered the same as a motorcycle or a car. If it is classified as a car it would need a windshield and wipers.
It would not be allowed on the golf cart paths under any circumstances.
