Well, my uneducated guess would be that one of your friendly neighbors ( ) would be very happy to call ARC in addition to Code Enforcement to tell them what you did.
And don't be too sure a couple of photos aren't taken.
Secondly, after that happened, you probably could be fined by both of them.
