Just checked with the state on this for my GC and the difference from street legal to golf cart is the street legal cart REQUIRES certain safety features such as wipers, seat belts, property damage and personal injury insurance and a couple other safety items. It can go 25mph vs 20mph not that most GC here can't to that anyway.

You do need it to be initially inspected by the State to confirm the features and pay a few hundred bucks for license and reg like a car.
