Sorry, but I think either your memory is selective...or you are unaware of what it was really like.
'Drunks' (particularly drunk drivers), were MUCH more tolerated...especially in smaller towns.
'Tolerated' and/or
'ignored' also, was child abuse (physical and sexual)...and rape by husbands of their wives.
Not to mention, covering for the small %...of bad law enforcement officers.
I could go on and on...but I think you get my point.
