You might take a look at some of the voice-over-IP phone services such as Ooma. Just google "voice-over-IP" to see the choices. These services route your calls through the internet via a small box that connects to your router - your phone will connect to the small box.
Also, your cellphone and cell provider may support "Wi-Fi" calling where your cellphone connects to your router via Wi-Fi and routes your cellphone calls through the internet. Talk to your cell provider.
