You measure it by the number of wins against the competition at the time. That's the only way that you can measure.
Now Tiger is tied for first in total wins and three behind in majors. He also had several years off because of serious physical ailments.
It's hard to say that Tiger is absolutely the greatest of all time because Jack's record is a bit better. But certainly and argument can be made either way. But it's hard not to say that this was the greatest comeback in sports history. I can't think of anything that compares except for maybe Hogan in 1950. But Hogan was 38 at the time and had only missed on year. Tiger was out for three years and is now 43 years old.
What's more interesting is that he can still win more.
