Toilet paper is designed to fall apart very quickly when wet. (Some kind of fall apart during use!) Facial tissues are designed to be strong while you are blowing your nose, so while they dissolve, too, it takes longer, and a bunch of Kleenex tossed into your toilet and flushed can jam a pipe. Ideally, toss them in the trash, not the toilet. Paper towels advertised as tough for wiping off counters definitely should not go into the toilet. Wet wipes are much worse, even the supposedly flushable ones.

As for cleaning, use an ounce of household bleach in a gallon of water to sterilize your counters, not precious high-proof liquor! It only costs about three cents per gallon, and an ounce and a gallon may last you for a month of quarantine.

It could be worse. I once spent a week each in places in Ukraine and Borneo where the septic tanks were so poor that flushing toilet paper was strictly forbidden! You wiped, then tossed the toilet paper into a little plastic trash can which was emptied several times a day. Too fragrant for my nose!
