I've consulted with the NSA, DOD, EPA and will tell you that the folks in the higher levels are really bright and on the ball...but many of the 'worker-bees' under them are just going through the motions and know that they have a job for life no matter what they do / don't do.

Really, most was put in position through nepotism or political appointments don’t have clue what worker bee’s are doing.
