Based on proportional/per capita numbers (per 100,000)...you are absolutely correct.
At a rate of 2-1/2 times as many...as a matter of fact.
Some folks want to trick you based on pure numbers, not taking into account blacks make up a much smaller %...of the total population.
They're sneaky liars like that.

Total numbers mean absolutely nothing, unless the sole, sneaky intent...is to obfuscate and deceive. 
Per 100,000 is a much more accurate measurement.
