That way when some ugly aspect of the honored person's life is discovered there is no need to undo the name. So I'd go for clear geographic names. Cincinnati named a street for Pete Rose when he became the all time hit leader, then his history of betting and tax evasion and other unsavory aspects came to light. Should have left the street the way it was.
Or maybe we can use good old fashioned American capitalism here. Sell the naming rights like we do with sport stadiums. Oxyclean air force base or Chicken of the Sea Naval station. Good for 10 years then we sell the name again.
