Yes, wasn't that always the case... I do believe though that in TV the utilities do no run under the roads (drainage excepted)
It's obvious that the construction vehicles have no where else to park when the crews are finished for the day so they end up on the grassy areas along side the road. I know they'll repair it, but it is sad to see the ruts those vehicles create
