I cannot find an archive so if you want to follow the data I suggest writing down the numbers. There is also a tab of number of patients admitted with a PRIMARY diagnosis of Covid. This is not a number of all patients in the hospital who are Covid positive only those where COVID is the reason for hospitalization

Sumter on Jul 12 reports:
Total hospital beds 347
Covid patients [primary diagnosis] 20
Total ICU beds 40
ICU beds open 9

I cannot answer your questions about equipment. More importantly I cannot answer your concerns about level of expertise. Having a ventilator does not tell you about the quality of the doctor, nurse, and resp therapist. In many critical conditions small hospitals simply don't have enough experience with cases to have well trained and prepared staff. That's why you often hear of really sick patients being transferred to larger facilities.
This state does not report whether the ICU beds are occupied with COVID patients.
