Default Commercial vehicles parked in multimodal lane

Does anyone, especially those versed in the law, know what is the statute regarding parking on the cart/bike lane. All too frequently contractors park their large trucks and trailers in the cart lane of roads such as Pinellas Pl., Hillsborough Tr., and Hendry Dr., blocking the entire cart lane and part of the roadway as well. I feel this creates a safety issue for carts, bikes and cars. I assume they do this for the convenience of accessing the back yard of homes with equipment and supplies, rather than entering the residential area and parking in front of the house. Now if a county worker is repairing the road or accessing a storm drain, that's one thing, but for a private contractor to create a safety hazard just for his own convenience is quite another. Thoughts?????? (Sorry, this has been a pet peeve of mine for years)
