That is incorrect. If you're unaffiliated (which is what most people who say they are independent mean - not Independent, with a capital I), you can vote in any election in your district as long as it's not a primary. In order to vote in a Republican Primary you have to be registered a Republican. To vote in a Democratic Primary you have to be registered a Democrat. After the candidates are selected through the Primary vote, they still have to run for a final election. If you're registered to vote in that district, you can vote for whatever candidate you like on the actual final Election day.
