This is all about gang warfare. Legalize drugs and most of it will go away.
And, no one wants to
defund police; they just want to divert some of the funding and use it to invest in programs like you mention. It’s inappropriate to use gun-toting, skittish police to deal with social issues. Using people trained in social issues is a better choice.
