Yes, make sure you compare apples to apples when reviewing installation prices. Some plumbers will not include an expansion tank if the existing water heater doesn't have one. They will call the job a "repair" instead of a "replacement" and claim that the code doesn't apply to repairs. I think it is a gray area in the building code. But, I would recommend the expansion tank.
