Bare, my opinion is, there are no "bad" dogs, just "bad" owners.
I've rescued many dogs in LA that were just abandoned in the hills above my home and they were wonderful animals. The people probably got them and didn't realize the needs of animals as pets. I brought them all to the shelter and if not rescued by the last day prior to being put down, I would adopt them. At one point, the animal shelter had me down for about 10 dogs.
