I saw a real problematic situation with one neighbor (fortunately about a block away) that cuts his own grass and THEN uses a blower to blow HIS grass clippings out onto the PUBLIC road. These do NOT magically disappear - as cars go by they grind up HIS grass clippings and spew the smaller particles up into the air to finally make their way into HIS and HIS neighbor's homes. There should be a nuisance law against that SICK practice!
