In Georgia, the gas company took care of this type of problem, I do not recall ever getting this type of letter from them.
So, have you received a similar letter from TECO? How did you respond? Is this one of those needless “extended warranties” contracts? Should I trash it.

We do not have gas but, my opinion. "How did you respond," ? It is illegal for someone to sell you anything saying we will bill you for this unless we hear from you. Gas line warranty? I expect like everything else gas lines are plastic. Our previous home in NY they were metal. Our gas-lines were ONLY 50 years old. Never a problem. Lines were checked when we got a new hot water heater and when we got a new boiler.
Budget friendly, only so much per month. My income was never steady. I never went for this so much per month stuff. Budget? All should have an emergency fund.
If, you have gas, you should know where the shut off is. Same is true for water, electricity etc.
