I have been doing executive tee time requests for a large group for more than 7 years. It is not unusual that all the morning tee times are assigned via the request process. The real question is why a request for a foursome with zero points, 17 courses, and a 3 hour time window was denied. I believe that is a rare event and I suspect there could be an unknown issue at play. Typically, you would need the average number of points to be up around 3 to be denied, and/or a very small time window, and/or a very limited number of courses, YMMV. You don't appear to have hit any of these constraints. Did you ask the tee time office to take a look?
