I dont think the MAIN issue is water penetration (its an issue, but not their primary concern) -

I moved from an area that was 3 miles from the Gulf of Mexico because I got tired of dealing with Citizens Property Insurance (the state run which is the only one who would insure us). the only wind damage I ever had was a turbine vent blew off. now one of my friends during a real storm (not what we get here) did have her roof blown off but no one else near her did...it was a freak instance. she, of course, got a new roof and coverage for all repairs inside, as she should.
we live in probably the safest place to be regarding storms. while they have happened, the number of roofs being replaced for "storm damage" defies logic. it is insurance fraud but the people indulging in it rush to tell you how the door to door roofer found "storm damage". Batterbee said some of these people even have tools that cause the damage so the insurance company pays.
again, a roof is a major investment. I'm going to treat it like any other major home improvement and get estimates from local, reputable companies who will stand by their work. in my neighborhood, that may make me the chump who didn't get a "free" roof, but I won't need to worry about being pennywise and pound foolish.
