Why is it so hard to understand the LAW?

A golf cart is a golf cart only if its max speed limit is less than 20 miles per hour.

A LSV is designed by the manufacture to go up to 25 miles per hour with the safety features required by law, must be insured with required state law coverage's and registered.

No where does it say that a golf cart that has its motor modified to go over 20 miles per hour becomes a LSV by Florida Law. The safety features are totally different.

Why does one work hard in their life and obey the law, then decide after retiring and moving to the Villages to enjoy life decide that breaking the law is okay. Why would you put everything you work for on the line. Please someone explain to me. I really would like to understand.
