Actually, they have no idea how many cases there have been. I have two friends who have symptoms and tested positive with home tests. Neither are going to go to the doctor unless their symptoms worsen. They have spouses that have no symptoms but have not tested yet. It's entirely possible that these four people have Covid and are not included in the numbers being reported. I would imagine that there are hundreds, if not thousands, if cases like this in the three counties.
