Never heard of cutting for gas, but cutting out the cat converter from a vehicle has been going on for years in various states. $900 to replace and install protection bars. Takes 5 minutes to steal. When starting up the vehicle and the motor sounds like a lawnmower (but isn't one) then that's likely what happened.
