yes, murder rate is more important than murder count. Do you want to live in a neighborhood with 1 person is killed every year (that has a population of 10) or do you want to live in a neighborhood with 100 people killed every year that has a population of 10 million? You are much more likely to not murdered in the city with 10 million.
