It might be 322.05(2)(a). The department may not issue a license to a person at least 16 years of age but under 18 years of age unless that person holds a valid learner's driver license for at least 12 months, with no moving traffic convictions, before applying for a license.
Doesn't exactly match the "ticketed under 14" but the ticket, with conviction, might be considered the moving traffic conviction that makes them ineligible for a license until they are 18.
