Perhaps the suspicious package was not on the turnpike.
Let's say it was on the MMP circle on the north side of the Water Lilly bridge or maybe on Meggison road near the circle. Meggison road would be closed to keep traffic out of that area and so would the Water Lilly bridge for the same reason. The package may not have been close enough to the turnpike for it to be a concern but it could have been close enough to both Meggison Rd and the MMP for those to be concerns.
I'm with you, I don't like the idea of shutting everything down out of an abundance of caution. But the problem *could* have been in a location where they just didn't have a choice.
