Perhaps if a pet own is not confident in controlling their animal then they should consider allowing it to live in a better home, where the owner is better equipped to care for the little friend. Is it too difficult to learn to properly handle a pet, or is it just that the owner is too lazy to take a few minutes to learn? It's really not that difficult, unless you have a difficult pet. Kind of like raising children. Either you care for them properly or they remain undisciplined. I don't even consider it "tough love" to train the pet properly. Sorry, just my experienced opinion on the subject.
