As the Developer
owes all of the land in these three commercial CDDs, the Developer appoints his people to the boards. I don't believe any election took place.
How the Developer decides who to place on these boards is his business. But to call it an election is still in my opinion "doublespeak".
However, some people might say he elected to place so and so to the board.
