It depends. When a CDD is first established, the Developer appoints people to the CDD boards. For a residential CDD, as houses or land are sold then positions/seats on the board are replaced by elected officials at a set pace. Same is true for a utility dependent or fire district in that positions are filled by elected people over time. It's a set in stone replacement process.
As the developer has not sold any land in the three commercial CDDs in the Villages, he is the one who will always appoint people to positions/seats on these three CDDs boards. Would you call that an election. If so, I would say it's
doublespeak.
