I suppose swimming pools are not possible alternatives (I don't think I would want to swim in a pool where a dog had played).
Doggie Doo Run Run has two small pools. One of the small dog section and one way in the back in the 5 acre exercise area.

The small dog pool can fit a small pooch swimming a few feet. https://doggiecaboodle.com/dogpark/doggie-doo-run-run/
